Institutionalization of an Oil/Gas Transparency Mechanism in the Blora District

The proposed project is a follow-up to our three year Indonesia Cepu Block sub-national project implemented by Pattiro between 2008 and 2010. LPAW contributed to the project as one of Pattiro’s sub-national implementing partners. The multi-stakeholder platform (Oil and Gas Transparency Team) established during our sub-national project is responsible for discussing the developments related to revenue flows, CSR and social/environmental impacts of extractive operations in Blora. Based on these discussions, the team makes policy recommendations to the local government. However, the team’s membership and governance structure has recently been facing challenges. The local government representatives on the team often have to step down before the end of their term due to rotation of positions within the government. This undermines the sustainability of the team and the continuity of its membership base. With the proposed project, LPAW plans to further institutionalize the platform to address some of these challenges while also adopting a comprehensive transparency and monitoring mechanism in the Blora District.

Objectives:

  • To fully institutionalize the ‘Oil and Gas Transparency Team’ in Blora by addressing existing membership problems, adopting a new governance structure and constitution for the team
  • To adopt a comprehensive transparency and monitoring mechanism to address existing EI problems (related to revenue flows, CSR and social/environmental impacts of extractive operations) in the Blora District
  • To build the capacity of local oversight bodies in Blora (CSOs, local communities) to help them better monitor the EI sector
