The government of Guinea undertook an initiative during 2010-2011 to begin review of its mining contracts. It issued a new mining code designed around international best practice and took other measures to improve development in the mining sector.

These Terms of Reference define the process set forth by the government to guide the contract review, to be managed by two official committees, each with a specific mandate and a set of objectives that will be shared with all stakeholders.

If successful, the review process would foster transparency and good governance in mining, promote fair treatment of mining companies and increased investor confidence, and help end Guinea’s historic “climate of suspicion” around economic issues.
