This paper, presented by Bishop Stephen Munga in Oslo in 2011, highlights the inherent policy challenges of equitable taxation in a context of growth and development and the roles, rights and responsibilities of both the state and citizens.

Munga draws heavily on his experience as a member of the Tanzania Extractive Industries Transparency Initiative, a coalition that works to empower citizens by providing access to information on revenues from the oil, gas and mining industries, and helping them demand optimal use of resources to minimize inequality and potential conflicts.

Munga is a past participant in numerous RWI capacity building programs in Tanzania. This paper contributes and add to the voices calling for transparency and accountability in extractive industry in Tanzania and globally.
