PAAFE Azerbaijan Oil Revenue Monitoring Report

This oil revenue monitoring report was produced by two NGOs in Azerbaijan: the Oil Workers Rights Protection Organization Public Union (OWRPO) and the Public Association for Assistance to Free Economy Assistance (PAAFE). Its stated aim is to analyse the level of transparency and effective use of oil revenues in Azerbaijan, and direct public attention to flaws in national revenue management systems.

The report is based on research conducted throughout 2006 and 2007, which focused on two state projects dependent on the oil revenues feeding into Azerbaijan's central budget: the reconstruction of the Samur-Absheron irrigation system, and the construction of a string of state-sponsored medical facilities. Overall the report finds that while both of these projects neglected to disclose information on spending in a timely and efficient manner, the monitoring activities undertaken by the report's drafters has (since their analysis began) led to increased communication between the state and NGO groups, as well as increased media attention to the issue of expenditure monitoring.
