This background paper from the Center for Global Development's "Oil to Cash Initiative" considers the implications of allocating a share of Nigeria’s oil wealth directly to citizens of the Niger Delta. Authors Sayne and Gillies note that cash transfers could provide a more positive developmental return to citizens of Nigeria's Delta region than many of the current applications of oil wealth, but warn that these economic impacts would not be transformational, as structural barriers to development (such as the provision of infrastructure and security) still require government action.
